DHS 2019 Federal Information Technology Acquisition Reform Act (FITARA) Self Assessment

DHS has successfully addressed outstanding challenges in this requirement previously described in the 2018 self assessment. In support of the current rating, DHS recognizes the Components’ advancements in implementing updated policy and process documentation to expand the Component CIO role and engagement with Component CFOs during the Planning, Programming, Budgeting, and Execution (PPBE) process. There has also been increased integration of Component CIOs into relevant governance groups which further supports Component CIO visibility of IT resources throughout the budget planning cycle and substantiates the increased rating.

Since the last self-assessment, DHS has actualized the IT Business Management Council (BMC) which includes agency-wide executive and working-level CFO, CIO, and CPO personnel. The inaugural meeting was held July 2018 and the group conducts ongoing meetings on a monthly basis.
