Executive Order 14373: Safeguarding Venezuelan Oil Revenue for the Good of the American and Venezuelan People

Executive Order 14373 declares a national emergency to safeguard Venezuelan oil-related revenues held in U.S. Treasury accounts from attachment or judicial process. Issued under IEEPA and the National Emergencies Act, the Order prohibits liens, garnishments, transfers, or other legal claims against designated “Foreign Government Deposit Funds.” It affirms the funds as sovereign property of Venezuela, directs Treasury to hold them in a custodial capacity, and authorizes enforcement actions to protect U.S. national security and foreign policy interests tied to regional stability, energy markets, and diplomatic objectives.
