Technology Business Management: Improving Government IT Spending

Technology Business Management, or TBM, is a framework created to help organizations integrate Information Technology (IT) into the whole enterprise, with the goal of running the IT department like a business. The concept is rather new since, historically, IT has operated as a stand-alone department, separate from other units tasked with achieving and setting forth business and organizational goals. With TBM, the idea is to run IT like a business unit that involves IT in numerous decision-making processes. To be successful with TBM, an Agency needs experts with experience in TBM and Capital Planning and Investment Control (CPIC), proven processes, and ability to address the culture. However, a myth exists that TBM cannot work effectively within federal government agencies due to the minimal transparency that is provided on IT spending as many spend line items are clustered together.

So, the question is: can the federal government have a logistical correlation conversation across multiple agencies about standardization and IT spending?
